Make regular donations the default option on oaf.org.au/donate #225

Noting here that we changed this back a while ago https://github.com/openaustralia/oaf-thematic/commit/58c1e253b6feee1b28c1bf56752c9e3dd5c87aa0.

We were getting really bad feedback on it and not a big increase in regular donors, see https://github.com/openaustralia/oaf/issues/237 . Here's an example of that:

I firmly believe in the work that you do, and have been trumpeting the site to all and sundry. Unfortunately, from Day One, I've also been left with a bad taste about the insidious way your site, over a year ago, signed me up to ongoing donations without making it crystal clear I was doing so. It was months later that I analysed my credit card bill and had to work out who you were, and what I was 'donating' to. I can find absolutely no emails informing me with confirmation that I was subscribed to ongoing donations. I would never expect that a site with such apparently honourable intentions would work this way.
