Determine number of volunteers in 2015/2016

From https://github.com/openaustralia/oaf/issues/216 we count:

• [x] 315 everyone who's put in a request at righttoknow
• [x] 19 code contributors to all projects
• [x] 20 hackfest participants (we just had the April Frontyard Hackfest)
• [ ] everyone who's uploaded an election leaflet (didn't run in 15/16)

to that I'll add

• [x] 5 everyone who helped collect councillor information for PlanningAlerts
• [ ] everyone who editing a division summary on They Vote For You don't have ssh access to check this atm, but it would be 2 or 3 max.

So adding all that up, I get 359. It's probably missing a few people, but also some of the code contributors/hackfest participants will double up.
