Segment initial PlanningAlerts email into two initial emails to keep numbers in campaign under threshold #311

So 72,308 people have received a planningalerts alert since 1 May 2020. That’s out of a total of 87,698. That seems like a reasonable first stab at segmenting the list. @kat if we send an email for PlanningAlerts where it says “we realise that you haven’t received an email alert from PlanningAlerts in a while. Help us increase the coverage and make sure that you get alerts for your local council by donating…”

That email with the special wording would be for the people that haven’t received an email from PlanningAlerts for at least 6 weeks or so (or probably more)

I’ll get that extra field imported into Campaign Monitor now
