Many updates for South Australian councils #1318

@James, I've created scrapers for 8 more SA councils (total population 114,394). If you (and/or @eric) could please review them at some stage then I'll fix any issues you find (they've all currently got some scraped data).

I've created them in https://www.planningalerts.org.au/admin/authorities but all currently set to disabled, so after that all I think is needed is for you to set them to enabled.

<@U04NJDA7L>, just checked the first council, but it seems the PDF file doesn't provide street number. Will it cause problem with geocode ? https://morph.io/planningalerts-scrapers/the_rural_city_of_murray_bridge_sa_development_applications View in Slack

Yes @LoveMyData that probably will be a problem - but it looks like the PDFs do have street numbers.

I've opened planningalerts-scrapers/the_rural_city_of_murray_bridge_sa_development_applications/issues/1 to track this
