Allow small councils to directly upload their development applications on notice to PlanningAlerts #1533

Small councils tend not to have so many development applications. They also tend not to have much money and much technical expertise. This confluence of factors means that a small council is fairly unlikely to publish their development applications on their website in a form in which we can easily (or at all) scrape them. Sometimes they won't publish them at all.

Why not give these councils the ability to upload a spreadsheet manually via a special process just for them?

We could offer this as a pay service to the council since it would provides value to the people living in their council. The point would be to charge enough to cover some of our development and maintenance costs and for the councils to value the service in a more tangible way. However we want to make the charge low enough so that it's a no-brainer for the council, even a relatively poor council and that it so much cheaper than any of the "standard" development application systems available for councils.
