What is it? A pop-out for reporting comments that has multiple categories for people to choose from before they hit 'report'.

Focus on: Inflammatory comments.
Hypothesis Reporting comments categories would:
Design specifications Create a series of common reason why people may report comments, so that people can pause to think about why they want to report something. Eg:
I want to report a comment that I just don't like,
I want to report a racist/ discriminatory/ harrassement/ inflammatory comment
I want to report missing, incorrect or misleading information
I want to report a comment that is biased/ irrelevant/ spam
I want to report inquire about the privacy of the comment posted
A comment I reported has not been removed
other category - where people need to write the reason in a text box
Contextual help, eg. "I think this comment is wrong" - text pops down to say "then you should reply to it rather than report it"
Word of guidance for an actionable report. Eg. "say specifically which bit of the comment is the problem"
