change names for councils that have adopted new names #1727

Here's one example

As of September 2022 Moreland changed the name of their council to Merri-bek City Council.

"We undertook an extensive consultation process to decide on a new name and worked closely with the Wurundjeri Woi-wurrung Cultural Heritage Aboriginal Corporation to select a new name." More on the Merribek council website

I've reopened this issue because it seems valuable. However perhaps we need to compile a list to make this job a bit more manageable.
