Show each users rate limit in the admin interface by default #1822

Currently new users that sign up aren't limited to 1000 calls a day, although that is stated here:

"In order to maintain quality of service for our API users, this service is rate limited by default to approximately 1000 requests per day." https://www.planningalerts.org.au/api/howto

I would question allowing them 1000, and more likely it should be 20. Currently I'm giving them 100

Matthew says they are limited to 1000, although that's not shown in the admin view currently. So what ever we decide they can have ought to be visible in the admin interface.
