Display of 'No Recent Applications' on Authority Pages and Improve Navigation to Other Relevant Authorities #1825

When no new development applications have been found for an authority in a while, our current message indicates a potential issue by stating, "It looks like something might be wrong. The latest new application was received [X] months ago. Why?" While this alerts the user to a potential issue, it might also be helpful to continue showing past applications to provide context.

At the moment there's 'no recent' applications shown for an authority on an authority page if the local authority scraper hasn't found anything in a while. Currently looks like this eg. https://www.planningalerts.org.au/authorities/knox/applications

Proposed Change: Adjust the message to:

    "Oops! It looks like something might be wrong. The latest new application we found is from [X] months ago. Meanwhile, you can still view past applications from our archive". Although listing the most recent one is maybe not the best jumping off point. "

The change would keep the user informed while also providing immediate access to historical data, ensuring they can still explore previous activities even when recent data might be missing.

Linking to Other Relevant Authorities Handling the Same Location: Our platform currently allows viewing applications by specific addresses or individual authorities. However, users might benefit from seeing related applications handled by different authorities for the same location, such as those managed by the Liquor and Gaming Authority.

Proposed Feature: Add functionality or links on the authority page to link other authorities that manage different types of applications within the same geographical area as the authority shown. For example:

    "Looking for more? Check out recent applications from the Liquor and Gaming Authority for this location [here]()."

This addition would help users discover relevant applications from other authorities that may impact the same location. If that seems like a stretch for now, is there another way to approach showing that this is only part of the story of what's available in this area.
