Setup everything required to import local council into a mapit server (PA-353) #366

So that we can get rid of our dependence on the (mostly) unsupported geo2gov. It would be better building on something that is supported for the long term.

In the interests of looking at all options, James at OpenNorth chose to use use the source code of the Chicago Tribune's Boundary Service to build Represent. I remember him mentioning that he found MapIt hard to work with which is why he chose not to use it.

That said, I get the feeling using and contributing to MapIt to make it More Awesome is the way to go.

I find that mapit slurps data from openstreetmap very appealing. Potentially we wouldn't even have to run our own server. We could just ask the mysociety folks to do an import.

Closing this as we're currently not using anything that requires knowing which LGA a user is in. If we do need that it's very likely also that a geocoder could provide that information. Geocoders that use GNAF data will often provide that data for free.
