We can't enable the alaveteli setting EXTERNAL_REVIEWERS because it assumes there is a single body that users go to for all authorities. That is not the case with us because we are handling multiple jurisdictions.
Maybe we can fix this in the theme or maybe with a PR to the project?
We should wait until we've updated to the latest version of Alaveteli before we attempt this.
