House rules date #780

Our House Rules were added on 1st March, 2021. This PR makes it clear when the House Rules started.

@katska and I decided not to include that bit (or similar) text from your original PR because the house rules are not really saying anything that hasn't been said elsewhere before. What they do is articulate more clearly in one place what the rules for using the site have always been. It's just not always been communicated so clearly before. So I don't think they should "come into effect" like a piece of law.

So if someone is breaking the house rules irrespective of when a comment or request was made you can exercise your judgement on how to deal with that - if that's banning someone or hiding a request/comment or writing to them to ask them to change their behavior.
