Occasionally a more informed user will know about a particular bill and they want to find out how their representative has voted on it. Currently this can be quite tricky.

Suggested solution:

Add a bills index page which lists all the bills that have been voted on in divisions (include an explanation of why it isn't a complete record and bills passed on the voices are missing)
For each bill have a detail page which shows the related policies and divisions
Add the bills index page to the top level menu - it's important and deserves to be there.
