Show that a division involves "free votes" on division detail page #1407

Currently there is no obvious indication on a division detail page that a division was a free votes (for at least some of the parties). This is important information that I would expect to be obvious on the page.

For instance on https://theyvoteforyou.org.au/divisions/representatives/2021-12-01/3 it says in the summary "This was a free vote" but it makes sense that this super important information also belongs in the votes section.

I think it would make sense instead of "Nobody rebelled against their party" to say something like "This was a free vote for at least some of the parties"
