make sure it is clear to anyone that divisions are only some of the votes in Parliament #1421

one suggestion that is the first time division is mentioned in a page, add a link to the divisions page which thoroughly explains it This is part of a strategy to help be super clear that we only show some of the votes, which becomes clear when you go to that page.
