I'm not sure what happened to close this, but I'm guessing it's the file at https://github.com/openaustralia/morph-ng/blob/master/README.md ?

Not quite. There's a site directory which has the bits for generating a static website using hugo with that one page explanation. That really should be documented in the README but currently isn't. I'll add an issue for that.
