Openhab seems to be picky if a sitemap frame is introduced without any entries.
When bco is started with a fresh db and no devices are yet registered, then the sitemap is not show because the settings menu (e.g. unit list) do not offer any devices an the frame is therefore empty which causes openhab to skip the sitemap at all.
Please make sure frames are not generated during if empty.
