Imp: initial commit for docker-container build task #9

This gradle task builds a minimal docker container; configuration is done on deploytime via environment variables (namely AUTOSCALING_RABBITMQ_BROKERIP, AUTOSCALING_SERVER_IP, NFVO_IP and PLUGIN_IP).
