"don't scan my backyard" should have configurable radius #167

While 500m is a reasonable default choice for some sets of concerns, it's too small for others. There should be a setting for radius. (I am not asking to change the default.)

If I remember correctly the option per se is available and can be setup in the blacklist xml file manually.. We might need a GUI option to adjust that visually...
