Crash when trying to get region list and server is unavailable #212

What steps will reproduce the problem?

Make the server unavailable (e.g., by having an expired SSL certificate)
Try to download WiFi catalog

What is the expected output? What do you see instead?

Expect: to see a notice that the server is currently unavailable.
Instead: the app crashes.

What version are you using? On what operating system?

App version: 0.8.18(ef93348-dirty) from F-Droid repository
OS: Android 5.1 (Fairphone Open OS 17.04.0)
