Update issue templates #173

Why can't this go through Gerrit?

I suspect it can, and that's my intent, hence why this hasn't been merged yet, I just haven't figured out which magic ref I have to grab to get this into gerrit. This only exists because when you create an issue template from the github UI, it creates a PR for you automatically, which seemed easier than trying to build it by hand.

I'll close this PR, just so people don't get the wrong idea that I'm bypassing gerrit somehow.
