Describe the bug Keyboard layout spontaneously changes to Afrikaans (QWERTY)

To Reproduce Steps to reproduce the behavior:

  1. Set layout to English (US) (Dvorak)
  2. Observe spontaneous change to Afrikaans (QWERTY)

Expected behavior Layout should stay as English (US) (Dvorak)
