Add to dictionary menu can't be disabled #863

Describe the bug A clear and concise description of what the bug is.

To Reproduce Steps to reproduce the behavior:

Go to browser, Signal or whatsapp
Click on a word you've writtem
Dictionary menu pops up

Everything that might cause this is disabled in openboard. Using Finnish language only on English system language.

Device: Fairphone 3
OS: Android 13

I'm going insane with this
