This PR is a prerequisite for merging Wi-Fi support.
Switching to WL system all IRQ is mainly to make Wi-Fi firmware have exclusive access to M0(and IPC, currently).
Using WL system all IRQ makes D0 work all by it own: D0 no more depends on M0 forwarding IRQs.
