ESIF: use a subproperty of obeu-dimension:administrativeClassification #50

ESIF's DSD and the ESIF dataset reuse the core property obeu-dimension:administrativeClassification directly. This is an abstract property that should not be reused directly. Instead, a specific subproperty should be defined. I see that the DSD already contains such property: esif-dimension:memberStates. However, this property is used neither in the DSD, nor in the dataset. Thus, this issue can be solved simply by changing obeu-dimension:administrativeClassification into esif-dimension:memberStates.

obeu-dimension:administrativeClassification is still used in the DSD.
