ESIF member states code list has 3 different IRIs #51

ESIF member states code list (i.e. instance of skos:ConceptScheme) has 3 different IRIs:

  1. <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/memberStates> (as the skos:ConceptScheme instance in the code list)
  2. <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/MS> (in the DSD)
  3. <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/MS/> (in the code list via skos:inScheme)

Please unify these IRIs.

The code list still uses <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/memberStates/> as the value of skos:inScheme instead of <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/memberStates>.
