Invalid syntax of ESIF member states code list #52

The ESIF member states code list has invalid syntax, because it contains IRIs with spaces, e.g., <http://data.openbudgets.eu/resource/ESIF-2014-2020/codelist/memberStates/ AT>. Simply remove the spaces to fix this issue.
