Unused user acounts cleanup

We need official procedure for unused accounts cleanup. It seems it would be great to:

1. update official regulations od OCPL (regulamin) - it needs arrangements with OCPL COG
2. add information about this procedure to wiki/registration page/... ?
3. prepare sql script to run (I think manually yearly?)

in my opinion we should deactivate accounts:

• where user has not created any cache or cache log and has not logged to OC service for 3 years or more
• where user has not activated his account for at least 1 year

I even think we can move such records to other table (like user-archive) to decrease user table size - but this is an option to investigate.

A few thoughts

• accounts that were not activated (by the activation procedure) should be deleted outright, after the activation expiration (X days); keeping stale unactivated registrations makes no sense.
• accounts that are active but have not been used (both site login and OKAPI usage) for a long time (like >=1 year) should be deactivated and a reactivation procedure be put in place. This is for accounts that have registered activity.
• accounts that are active but have not been used and have no registered activity (published cache, posted log, etc) should be deactivated and if not reactivated within a period (let's say an additional year), be deleted.
