The latest changes ensure that:

• a warning is displayed once for every current version of a package that is behind PyPI whether the package is invoked as an application or used as a library and subsequent invocation in the same session are ignored.
• PyPI calls are limited to refresh the cache once every 24h
• Failure to contact PyPI does not necessarily result in an error or warning.
• reg and resource caps are also using the same cache mechanism
• an application can be muted with the -q option and the library can be muted to ignore VersionWarning category.
