support range of values for plane*resolution #111

Plane.position.resolution [0..1] Interval Plane.energy.resolvingPower [0..1] Interval Plane.time.resolution [0..1] Interval

Cannot change type from double to interval without invalidating checksums and requiring database reload, so have to add an interval and retain existing "representattive value" of resol*.
