Partial wcs #86

Remove the command-line flag ignorePartialWCS. The requirement for this flag is handled in the ObsBlueprint class with individual axes/axis configuration calls instead. Remove the set_fits_attribute method from the ObsBlueprint class. Modify the add_fits_attribute method to handle non-list inputs.
