Update Project Wizard to configure a catalog, bundle, and Gradle build

• Allow users to specify an initial URI prefix to map in the catalog.xml file
• Create an initial description or vocabulary bundle ontology under the specified URI prefix
• Allow users to optionally configure the project with a Gradle build (based on Firesat example)
• If a Gradle build is configured, allow users to optionally include the foundation vocabulary as a dependency
• Create a help page for the OML Project Wizard
