What changes are being implemented in this Pull Request?

Updating docker related files to change docker image tag to push to.

What was your approach?

manually pushed ocs_guide as new image (with OCSdata as a package) and then updated workflow file to account for this. Since this will be under jhudsl I needed to gain permission on docker which I have now.
