Set lower maximum z-index than tooltip index #819

Fixes the tooltip from being overlapped by the stored filter menu. The z-indices of the mui components are documented at https://mui.com/material-ui/customization/z-index/.

Use docker or podman to test this pull request locally.

Specify a different backend like stable.opencast.org:

podman run --rm -it -p 127.0.0.1:3000:3000 -e PROXY_TARGET=https://stable.opencast.org ghcr.io/opencast/opencast-admin-interface:pr-819

It may take a few seconds for the interface to spin up. It will then be available at http://127.0.0.1:3000. For more options you can pass on to the proxy, take a look at the README.md.

Maybe we can close the tooltip when I click or remove the tooltip from the icon entirely if the menu is open? That would also solve the problem that I now have a tooltip on the menu.

Done, the tooltip is closed when the menu is open.
