Can't able to apply for position

I added Allow candidates to register and update their contact information in Career Portal Settings. If I apply for the new position with new mail the popup was coming with (Because you are registered before please complete all fields to login)
How New People will register?

XAMPP
PHP v5 and MySQL v5
attach appropriate error logs. Please attach [apache/mysql] error/access logs as needed.
