This PR addresses the latest request from @akeishamaldonado

Added a new variable for precipitation over the last 24 hours 'PREC24H'
Updated Lowest Cloud Height to be numerical and converted to code in the synoptic message.
Small Fixes and changes on the new Synoptic Capture and Synoptic Message forms
