Update to marker generation script and template #4

Further progress towards issue openchargemap/ocm-system#90. Dropped the bash+python in favour of single python script and changed the SVG template to split the colours and the rest of the marker. Not quite the colour swatches concept, that will have to be another day.

Awesome, no rush for the colour swatches idea, was just a thought. On a tangent do you do much JavaScript? The new version of the app could do with an extra pair of hands.

Barely touched JavaScript, and even less as it relates to web stuff. In fact this is pretty much the peak of my web dev skills. My coding is generally just short scripts to automate bits and pieces. Happy to try anything though!
