Further progress on openchargemap/ocm-system#90
This adds a colour swatch approach to setting the colours, rather than the layers used earlier. That's made some things a bit more complicated (script and SVG object naming) but should be a lot more flexible, so see what you think.
Also fixed up the paths to be cross-platform (although only tested on Linux) and changed some statements so the script works in python2 and python3.
