Ensure that textual material and models identified by the "specification" model can be directed explicitly into the document addendum/appendix.

In velocity template - Treat "specification.mdzip" package for annex differently for TOC and put it at the end of the generated document. Example as in a document sent by Bob on Jan 23 (email).
