Settle default key sets #25

I did a first pass, it's got pretty sane defaults, but we should go through and see if there's anything we want to cut/add.

one thing noticed so far, need better defaults on bill actions

thinking maybe orgs list should omit people by default? that's a pretty huge response

Yeah, that's a good idea. If anyone needs it, we can always request it

I think these are good for release now, I'm sure we'll make tweaks as needed once it is out
