Add Caltrans and its districts #352

This PR adds identifiers for the California Department of Transportation (stylized as Caltrans) and its 12 districts. I added a new "transportation" type because, while there is an existing "transit" type, Caltrans oversees public transit as well as highways, etc.

Let me know if I did this correctly!

Note: Looks like recompiling the US file added a few unrelated changes.

Thanks, @HKSenior and @jpmckinney! Swapped transportation for transit and expanded Caltrans to California Department of Transportation, as requested.
