Edits to docstrings on core and elections models #105

This pull request adds/edits docstrings on the core and elections models. I've mostly copied language from the definitions of data types in the relevant OCDEP.

Doesn't require any migrations.

This is an important piece for CCDC because we intend to include these docstrings in our descriptions of the .csv files we publish.
