I rewrote the Surrey scraper to use the new website and the get_phone and get_email method where appropriate

Can you follow the link for the mayor's page from this page, to avoid hardcoding the current mayor? https://www.surrey.ca/city-government/mayor-council

This also affects ca_ns_halifax (if/when you get to it).
