Updated an xpath argument and added a function to scrape the emails protected by cloudflare

https://www.ville.kirkland.qc.ca/portrait-municipal/conseil-municipal/elus-municipaux is getting a 403 at https://scrapers.herokuapp.com, maybe need to try another user agent?
