Replace ppn hyperlink on the apply_confirm page #17

Replace the hyperlink to Cook County site with local equivalent.

I'm commenting the lines out -- I don't think it matters for our version, since we only care about the delinquent taxes for the owners property and not the lot they are applying for.

Just tested - still not working. The HTML is commented out so the user dues not see the link, but it's still sent to the end user. And it's currently pointing to the Cook Count website so we need to point it to the Cuyahoga County website.

This link is working on the Apply page (see issue 27) so we just need to plug in similar code.

Additionally, the broken hyperlink is due to a similar issue of linking back to a Cook County site.

The GIS of Cuyahoga might have actual photos of the parcels, http://gis.cuyahogacounty.us/en-US/GIS-Data.aspx, but getting it might be more difficult as I couldn't find their images publicly available (seem to be only by request).
