Detailed Description

Change the title of the bar graph to Quartz Solar MAE - latest forecast

After discussion with @dantravers, we could call it Quartz Solar MAE - 0* forecast horizon

`*We actually show the MAE for the last forecast made for that target time. This is most of the time, the same as the last forecast made 0 minutes before the target time.
