This has been superceded by #103 as the data to be downloaded has changed. #103 will eventually include 2019 data, but for the moment it is working backwards from now.

Launched backfill with priority -4 for 2019 onwards. Already existing data should not be redownloaded. See http://localhost:3003/overview/backfills/xcmzxuvm
