Add auth0 support & logging for UI #54

Description

Add Auth implementation similar to pv-sites-api.

Also adds logging for API requests through a new middleware.

Fixes #53

How Has This Been Tested?

Locally running API with Postman and Quartz UI respectively, with/without Auth'd requests.
