docker file to big #20

Describe the bug

Current the docker fix is to big so it breaks

Expected behavior

pushed to docker hub

Additional context

first time adding windnet to this repo

Might need to force it only instal torch cpu

its currently almsot 9GB, and should be able to get it down to less than 2GB like PVnet_app. I think we need to get it so it only install torch cpus
