Detailed Description

Make table which stores each timestamp of each data consumer Each consumer should then write to it, once data has been pulled

add read latest function - https://github.com/openclimatefix/nowcasting_datamodel/issues/20
add update function, need to think about locking the table, in case two components try to update at the same time - https://github.com/openclimatefix/nowcasting_datamodel/issues/21
